It was designed for clinicians, families, family physicians, teachers, social workers, technicians, managers, researchers, recreationists, and other health care professionals. The manual is intended to help clinicians, families and others understand why measurement is important and valuable.

This manual was a joint project of the Ontario Association of Children's Rehabilitation Services (OACRS) and the Neurodevelopmental Clinical Research Unit (NCRU).
